Policy

National policy, laws and regulations were developed in 1996; however, a national office for TM/CAM was established in the early 1980's as a division of the Department of Pharmaceutical Affairs under the auspices of the Ministry of Health.

Laws & Regulations

Natural health products must be marketed with a license from the Ministry of Health and approved by the Ministry of Commerce.  Laws and regulations affecting products are ever changing.

The registration system has registered 170 herbal medicines. No herbal medicines are included in the essential drug list.

Botanical products are regulated and marketed as drugs, over the counter medications and dietary supplements.  Claims may be made and are regulated.  There are GMP's specific to the manufacturing of herbal products which is monitored by inspections and testing.  Safety is ensured by proof of traditional use without adverse events.

A post-marketing surveillance program that includes adverse events monitoring is currently in place.

An upsurge in the number of herbal medicine products since 1981 has led to establishment of the "Herbal Medicine Bureau" to supervise the production of herbal medicine and the National Experts Committee of Herbal Medicine in 1996. The role of the Committee including drawing up national strategies for production, application and expansion of herbal medicines.
