Policy

  • In 1998, the Ministry of Health established a national office of T/CM. This office is currently in the process of developing regulations and a national programme including a national pharmacopoeia and a set of herbal monographs.
  • In March 2010, the National Medicines Policy was updated to ensure access to safe, quality, and affordable medicines for the population.
  • The National Directorate of Medicines and Medical Supplies (Direcção Nacional de Medicamentos e Equipamentos – DNME) is responsible for developing the strategic planning and implementation of norms regarding medicines.
  • The Department of Pharmacovigilance and Traditional Medicines is responsible for fulfilling the duties related to traditional medicine.
  • Traditional healers and traditional birth attendants are highly sought after in the rural areas of Angola.
  • USAID and UNAIDS are collaborating with the Ministry of Family and Women and Health to conduct training and health education campaigns for traditional practitioners.

Presidential Decree No. 253/20 approving the National Policy for Traditional and Alternative Medicine

  • In August 2020, the Government of Angola approved the National Policy of Traditional and Complementary Medicine.
  • This policy aims to integrate scientifically evaluated, safe, effective, and quality traditional medicines into the National Health System.
  • Key objectives include:
    • Creating references centres for traditional and complementary medicine
    • Promoting the production of medicinal plants and other natural
    • Developing the Angolan Traditional Pharmacopoeia

Laws & Regulations

  • Presently, there are no regulations on herbal medicines.
  • Herbal medicines are classified as over-the-counter medications and no health claims may be made about them. 
  • Herbal medicines are sold by licensed practitioners only, however the developing regulations may address new channels of distribution.
  • There is no post-marketing surveillance program in effect.

Standards & Guidelines

  • Presently, there are no standards and guidelines on traditional and complementary medicine.
